No, you don’t have to. Mom cat will sever the cord and do all the clean up. You do not have to do anything for her. The kittens’ cords will dry up within a few days and fall off naturally, so do not cut or remove them.
You may touch the kittens at least after they have finished feeding their first milk, got properly rested and some good sleep. Try not to move the kittens too much and observe mom cat. If she is being protective of her kittens, do not attempt to remove her kittens from her. She will let you know when the time comes for you to be able to hold her kittens.
Don’t cut it off. Mother kitty will take care of everything. Although a little will remain for about the first week then it will naturally fall off. Remember cats are wild animals we domesticated so when it came to birthing nature had to take its own course and do everything without anyone with aposable thumbs there to help. You can touch a new kitten IF the mother allows it. Don’t keep it away from mom for more then a minute because they can lose heat quickly and become ill. Most mother cats won’t be to happy during the birthing experience (which can take hours) so it’s best not to disturb her, her bed, or the new born kitten. However I’ll admit I had a mother cat that loved the praise and a good pet on the top of her head during the experience and purred between the delivery of each kitten (there were 6).

NO you DO NOT need to cut the cord. Mom cat will do that and eat the placenta as well for nourishment for the babies as well as herself. I observed my cat have her babies and she did absolutely everything herself. I would not advise touching or handling the kittens right after birth. I would even suggest waiting a week if not more as the will be completely dependent on mom. Not to mention mom may not be too happy on you handling her newborn babies. See how mom will react first.
tell your friend that it’s not necessary, they know how to do it by themselves.
and, while you’re at it, tell her to get it fixed!
do NOT cut off the cord it will fall out by itself and wait a while before u start petting the newborn cat
they just kind of wither up like scabs and fall off by them selves!
